You are in the BALANCING chair; not directly over the opening bid. In the balancing chair a jump overcall is intermediate (13 15 HCP). Most players would balance simple 1H with as few as 8 or 9 points. Let your partner know you are serious about competing with your 6-card suit. North your partner can make a good evaluation as we all heard East pass, so we know who holds what.
